3. About waste prevention and management in Troyes region
- Please, note, it is quite difficult to summarize all the Waste Prevention and Management Service in our intercommunality in only one chapter.
Here, we will give you a global view and some references, mainly in French. For more information, contact the local organization.
3.1 Key points
- Intercommunalities. In order to be more efficiency on some domains, the cities has been grouped into « intercommunalité », called « intercommunalité » en français. For instance, their are in charge of the collect operations. Door-to-Door or Contribution-point.
- Troyes Champagne Métropole. For the city of Troyes and its 80 surrounding cities, this intercommunality is called « Troyes Champagne Métropole », https://troyes-champagne-metropole.fr, know as « TCM ».
- Population. TCM has approximately 174 000 inhabitants. It is made of from « dense urban » to « rural without down center » areas.
3.1 Troyes Champagne Metropole or TCM
- In France, the Waste Prevention and Management Policy is defined in a public document called the « PLPDMA ». This accronym approximately stand for: « Local Plan for Household Waste and Annex ».

- The French regulation requires intercommunalities to publish an annual report on the Prevention and Management Price and Quality of the public department. Link to the 2023 report.

3.3 SDEDA
- SDEDA is in charge of the waste treatment policy and responsible for its operational efficiency.
- Operational services are mainly delegated to private national companies. It responds in front of the board of intercommunalities and in front of the governmental services in charge of the population health and security
- For instance, it monitors
- an incinerator (~60 000 t/year)
- a landfill site
- and recycling centers.
- It is in charge of the communication and the training of waste prevention, operated by its own team (a dozen of persons)
